Better conenction?

Ok guys after alot of looking and testing it appears that there isn't much I can do to improve the server's internet connection and have it be cheap enough for me to afford 
. To upgrade my connection will cost me an additional 100 bucks a month plus installing new cable would cost around 1500 bucks on top of it. I can't afford that. So the next option I found is a chance for a server at about 50 a month plus a little extra for a private website. Would you guys be willing to chip in a little to have this kind of flexability?
